OREANDA-NEWS  On 02 June was announced, that the scheduled seminar jointly held by OJSC ROSNO-MS and the Higher School of Economics (HSE) focused on discussing the issues related to organization of nationwide clinical examination and the first results of this large-scale program implemented under the national project "Health". This discussion site was launched in 2008. The seminar participants usually discuss a broad range of issues related to the RF healthcare reforms. The seminar materials are published in the press and on the websites of the Higher School of Economics and OJSC ROSNO-MS.

The major report at the seminar "Mass Clinical Examination and National Health: Expectations and Reality" was delivered by Ms. L.A. Gabueva, doctor of economics and head of department in the Federal OMI Fund. The co-speaker was Mr. E.L. Nikonov, MGU Professor and Doctor of medicine. The speakers covered in detail the purposes of additional mass clinical examination, problems related to its organization, initial results obtained during the first two years of project implementation, and ways to improve performance results.

The event was attended by representatives of the RF Healthcare Ministry, RF State Duma, RF Presidential Administration, and over 80 experts from various sectors: representatives of the medical community, insurers, economic scientists, and patients’ rights protectors. During the intensive discussion after the major reports, Ms. Larisa Popovich, First Deputy CEO/COO of OJSC ROSNO-MS, noted that mass clinical examination must be conducted together with medical insurance organizations and taking into account the data accumulated by the insurers throughout their longstanding work in the OMI system: "This will promote better efficiency of mass clinical examination and more rational spending of the healthcare sector’s resources. Of special importance in this process is the development of IT and sociological research in order to study public opinion on the progress and results of the conducted mass clinical examination."

The event has resulted in creation of a workgroup to draft proposals on legislative and organizational support for more efficient mass clinical examination, comprising representatives of the Higher School of Economics, Federal OMI Fund, Russian Medical Academy, CMOs of major medical centres. In the workgroup, insurers were represented by Ms. Larisa Popovich, First Deputy CEO/COO of OJSC ROSNO-MS.
