On 05 June 2009 COMSTAR – United TeleSystems (COMSTAR-UTS, LSE: CMST), the leading integrated telecommunications operator in Russia and the CIS, announced that COMSTAR-UTS Moscow region branch has introduced a new line of rating plans under the common name Moskovsky for providing telephone communication services.

Under these new rating plans, users will be able to connect two telephone numbers at once – code 498 or 496 (Moscow region) and 495 (Moscow). Telephone numbers under code 496/498 will be connected in a user’s office or at home, while telephone numbers under code 495 are virtual and are allocated based on IP Centrex platform. Physical allocation of telephone numbers is made through hardware in Moscow, which fully complies with the applicable legislation.

Thus, subscribers will get the opportunity to use telephone numbers under code 495 to accept calls that are further on forwarded to a physical number in Moscow region with a discount rate. Code 495 is not linked to a physical address, due to which subscribers may use it during movement and forward all incoming calls to any phones, including mobile ones.

By purchasing telephone communication services with rating plans under the common name Moskovsky, customers of COMSTAR-UTS will be able to enjoy benefits of unlimited local communication within the territory of administrative units and less expensive zone rates in Moscow region, as Moscow region codes are used (496/498). Besides, thanks to the relevant rating policy of COMSTAR-UTS, telephone communication subscribers in codes 496/498 are able to enjoy more attractive prices for intercity and international communication and calls to subscribers of Moscow region cellular networks.

Services of forwarding from an additional subscriber number under code 495 to a basic number under code 498 or 496 are rated based on a guarantee payment that includes 555 minutes of telephone connection.

The basic subscriber number under code 498/496 is provided according to the actual address specified by the subscriber in the contract. It is used both for incoming and outgoing telephone calls. All Moscow calls outgoing from the basic subscriber number under code АВС=498/496 are intercity telephone calls.
