OREANDA-NEWS. On 17 June 2009 was announced, that in the Irkutsk region, the debt for thermal energy delivered by the enterprises of JSC Irkutskenergo equals RUR 2.062 billion. RUR 1.7 billion of them are debts of the enterprises of housing and communal services; RUR 109.7 million are debts of industrial enterprises, RUR 11.9 million are debts of the population. This was reported to "Energy of Priangarie" in the Press Service of JSC Irkutskenergo.

The budgetary enterprises of the Irkutsk region owed RUR 123.5 million for thermal energy. Thus the maximal amount of debt - 49.5 million - is the debt of the institutions financed from the regional budget (this amount includes RUR 36 million - the overdue debts of previous periods), RUR 46.8 million are owed by the institutions financed from municipal budget (the overdue debts are RUR 13 million) and RUR 27.1 million are owed by the institutions financed from federal budgets (old debts account for RUR 4 million).

The debt of the municipal unitary enterprises, companies of proprietors of habitation, building and garage cooperative societies equals RUR 26 million; the agricultural enterprises owe RUR 800 thousand.

The most topical are the enterprises of housing and communal services of the city of Usolye-Sibirsk. The debts for thermal energy of Usolie managing companies amount to RUR 163 million. The enterprises of Usolie owe RUR 29.2 million. The debt of the management company of the city of Ust-Ilimsk is RUR 30 million. In other large cities of the Irkutsk region, the amount of debts of the housing and communal services enterprises changes season-to-season; they carry out their payment obligations in full according to schedules.

Compared to the similar period of 2008, the debts for thermal energy in the Irkutsk region have grown 18.7 % or RUR 325 million. The increase took place due to large enterprises. Thus, Usolehimprom has run into a debt of RUR 109 million; the enterprises of housing and communal services of the cities of Usolye-Sibirsk and Ust-Ilimsk and those of the Usolie area owe RUR 118 million; debt of budgetary consumers of all levels, companies of proprietors of habitation and housing associations equals RUR 98 million.

526 proceedings were instituted against debtors; schedules of debt repayment were drawn up. Supplies of thermal energy is limited and sometimes even disconnected for persistent non-payers.
