OREANDA-NEWS. July 17, 2009. IBC Executive Director Kuban Ashyrkulov participated in the work of Interdepartmental Commission on the optimization of regulatory framework governing business activity. The meeting was held at Government House under the chairmanship of the Prime Minister of the Kyrgyz Republic Igor Chudinov, reported the press-centre of IBC.

International Business Council is a member of Interdepartmental Commission, along with other business associations, as well as government representatives. Prime Minister Igor Chudinov heads the Commission.
 
Interdepartmental Commission was established by the Government in June 2008 in accordance with the Law of the Kyrgyz Republic "On optimization of regulatory framework governing business activity,” and by Presidential Decree "On some measures to optimize the licensing and regulatory system in the Kyrgyz Republic."

The goal of the Commission is to optimize the regulatory framework governing business activity.

Currently, the Commission is considering the justifications prepared by the state authorities to permits regulating business. Commission is examining the regulatory impact analysis for each permit and license.

At the last meeting the Interdepartmental Commission examined the issue on desirability of licenses and permits issued by the State Committee for Migration and Employment of Kyrgyzstan (permission to recruit or employ foreign workers; work permits issued to foreign citizens or persons without citizenship; and permission for activities related to the employment of citizens of the Kyrgyz Republic outside the country).

Commission made the following decisions regarding licenses and permits issued by the State Committee for Migration and Employment:

- To keep either permit to the employers to hire foreign workers or work permits issued to foreigners and persons without citizenship;

- With respect to hired foreign workers, to maintain the licensing procedure for only unskilled workers, by deleting the licensing procedure in relation to managers, professionals and skilled workers.

Groups of unskilled workers are determined by the National Statistical Committee of Kyrgyz Republic on the basis of the International Standard Classification of Occupations.
