OREANDA-NEWS. August 05, 2009. The Vice-Chairman of the Verkhovna Rada of Ukraine, Mykola Tomenko deems that thee is no grounds for the fact that the President?s veto on the Budget Code would be overcome by the Parliament.

He announced it giving answers to the representatives of the local power that took part in awards ceremony of successful communities contest winners organized by the Ukrainian Fund of Social Investments in the framework of the Japan Government Grant regarding the possibility that the President?s veto on the Budget Code would be overcome by the Parliament and possibility of formation of Budget 2010 on its basis.

According to M. Tomenko situation for the present day seems paradoxical as the majority of the political powers in the Parliament suggests the decentralization of the power and strengthening of the local self-governing bodies? role in the finance management of the regions in particular it concerns formation of the budget "from the bottom". "Still there is no grounds to talk about this fact that the veto would be overcome", - the Vice-Chairman declared.

He declared it by the fact that number of political powers in particular Party of Regions failed to support the initiative of the Yulia Tymoshenko, the Prime-Minister of Ukraine, because they deem it additional factor that Yulia Tymoshenko Block would use during the elections campaign. "Is such argument would be principal for the adoption of the decision it is obvious that Party of Regions will not support the veto overcome", - he announced.

Nevertheless, M. Tomenko deems that there is high probability of Budget Code adoption in new revision. "It would mean that the Verkhovna Rada might take into the consideration number of the President?s motions and adopt the Budget Code in new revision", - he supposes.

The Vice-Chairman reminded that among restrictions that are discussed regarding this document is the necessity of strict guarantees that the Ministry on Finance would not "in manual regime" control village, towns and cities budgets as it is usually done for today by the regional power.
