OREANDA-NEWS. On 10 August 2009 was announced, that cheap gasoline Murmansk will not wait still for a long time. Even if the oil price in the world market will start to decrease again considerably.

Why recently price lists on autorefuellings corresponded towards increase? With such question Russians even more often address in federal antimonopoly service (FAS). In the beginning of July Murmansk management FAS has informed: "the Rise in price of the mineral oil realised by small wholesale, regional operators explain increase of cost prices of oil refining factories".

Well, let sellers, and manufacturers are guilty not. But on what basis they increase cost of production? Today the oil barrel costs twice more cheaply, than in 2008. And gasoline in the beginning of year if has fallen in price, for kopecks. And then the price has started to grow again.

It is no wonder, that citizens have started to address in the supreme bodies of the power of Russia and literally to demand, that the state has started to regulate the prices for gasoline and diesel fuel. One of these days FAS has decided to answer most thorny questions, concerning situations in the fuel market of the country.

In opinion antitrusters, the main trouble — absence of a real competition between the companies trading in mineral oil. Today almost all retail and wholesale trade in fuel is to some extent supervised by the several largest Russian oil companies. Thus in the country it is not enough oil refining factories, the majority of them are constructed during Soviet time. Deficiency of oil refining capacities and oil storages, the high economic and administrative barriers which are not allowing new players to appear in the fuel market, — all stirs it to competition development. Thereby the several large oil companies still have possibility to establish the prices necessary to them for the same gasoline and diesel oil.

The federal antimonopoly service has established, that the largest oil companies in January — February and in May — June, 2009 is artificial have created in the wholesale market deficiency of automobile fuel. It has provoked an excessive demand from resellers of gasoline and as result — in all regions of the country fuel has considerably risen in price. FAS Russia qualified these actions of the oil companies as next from their party of infringement of the law "About competition protection". Three companies should be involved in administrative responsibility.
