OREANDA-NEWS. September 18, 2009. A tripartite Agreement on Implementation Procedures for Constructing the Novomoskovsk Ice Stadium Sports and Recreation Center was signed in Novomoskovsk’s City Hall by Dmitry Strezhnev, EuroChem’s General Director, Vyacheslav Dudka, Governor of the Tula Region, and Vadim Zherzdev, First Deputy Head of Novomoskovsk’s municipal administration.

There were good reasons for the signing date to coincide with Novomoskovsk’s main holiday, City Day, as this project is a gift to Novomoskovsk’s residents from EuroChem and the regional and municipal authorities. The RUR 180 million investment in constructing the 1,000-seat Novomoskovsk Ice Stadium is a spectacular example of the public-private partnership concept coming to fruition: the project is a joint effort of the Ministry for Sports, Tourism and Youth Policies, the United Russia party, the Administrations of the Tula Region and Novomoskovsk, and EuroChem.

Metal structures and equipment will be procured, delivered and installed through funding from the federal budget, while construction work will be financed by Eurochem. All parties to the agreement currently have an equal interest in implementing the public-private partnership mechanism.

Construction and operation of the ice complex enable a long-term relationship between government authorities and the business community for developing athletics, promoting healthy lifestyles, raising public living standards and fulfilling EuroChem’s social responsibility in Novomoskovsk.

The signed agreement stipulates the procedures for jointly constructing the Novomoskovsk Ice Stadium. The Tula regional administration will, for its part, submit an application to the Ministry for Sports, Tourism and Youth Policies for the Ice Stadium to be included on the list of sports and recreational facilities to be equipped via federal budget expenditures, and will provide organizational and documentary support for the project. EuroChem will develop design documentation, conduct preliminary geodesic and geologic studies, and finance the project’s implementation through final commissioning of the Ice Stadium. Novomoskovsk’s municipal administration will ensure timely preparation, acceptance and regulatory approval of design and construction documents, allocate a plot of land, select contractors, and provide appropriate conditions for operating the Ice Stadium.
