OREANDA-NEWS. November 20, 2009. The draft law was developed to tighten the requirements for airlines to increase the monitoring of foreign air carriers, which make flights to the republic.

 “Airlines should have the financial resources for the safe operation of aircraft,” Ashat Bekenov noted.

“The bill assumes that the first leaders of airlines and airports must have a certain level of knowledge about the safety, meet the established requirements and undergo the procedure of agreement in the Ministry of Transport and Communications,” Ashat Bekenov informed.

“The civil aircraft, making the international flying, must be equipped with facilities that meet the standards of International Civil Aviation Organization (ICAO),” the head of the working group said.

 The norms of the bill also provides for a ban on leasing the Kazakh aircraft with crew or without to foreign operator without an agreement between the competent authority in the field of civil aviation and the competent authority of the State where the operator registered.

The bill also controls the activities of foreign air carriers in Kazakhstan. After the declarations of regular flights to Kazakhstan the foreign airliners will be inspected for compliance with ICAO standards.

“Foreign carriers which are planning to operate regular passenger flights to the republic have to register in the authorized body in the field of civil aviation,” he explained.
