OREANDA-NEWS. November 25, 2009. Leonid Polezhaev, Governor of Omsk Region and Ivan Dadykin, General Director of Sibirtelecom OJSC signed an Agreement on Interaction and Cooperation. The similar agreements were already signed in other regions of the Siberian Federal District. The purpose of this Agreement is to make the Company more transparent for government authorities from the viewpoint of implementing the regional projects and making investments to the development of regional network infrastructure, as well as to determine the strategic cooperation in joint projects aimed at providing new services, support of national projects and state programs, such as “Universal communication service”, “Education”, “Electronic Russia", etc.  

“Communication is a high innovation branch that gives advantages to the region, sets a standard to innovations in all other spheres," said Leonid Polezhaev, Governor of Omsk Region. “Sibirtelecom is a stable and fast-growing Company that has successfully implemented federal and regional projects whose goal is to make modern communication services available to all people in our region. Having signed this Agreement, we continue to develop important telecommunication projects in Omsk Region.”

“Telecommunications is a blood-vascular system for the development of any region, as well as possibilities for the efficient management of territories,” said Ivan Dadykin, General Director of Sibirtelcom OJSC. “We closely cooperate with the Administration of Omsk Region in the implementation of several projects that are important for the region, including providing Internet access to schools, a package of universal services to rural settlements. In addition to it,    we carry on projects on providing a whole range of modern services to government authorities and federal agencies located in the region. I am sure that signing this Agreement will be a new stage in the development of our joint projects for the benefit of Omsk Region and its people.”

We should mention that this is the second Agreement on Interaction and Cooperation signed by Sibirtelecom OJSC and the Administration of Omsk Region.  Since 2006 from the moment of signing the first Agreement, the Siberian communication operator has invested over 2 bln rubles to the development of the network infrastructure of Omsk Region.   The Company actively constructed a common multiservice network, intrazone fiber-optic links in the direction of the regional district centers, developed broad-band access to Internet and IP-TV digital television, and communication services and Internet to the rural areas.  In 2009 the digitalization level of the telephone network in the Omsk region was 72%; the network capacity of the broad-band access in the region exceeded 100 thousand ports.

To implement the new Agreement, in 2010 Sibirtelecom plans to invest about 1 bln rubles to the development of the communication network in Omsk region. A greater part of the investments will be spent for the development of new communication services: Internet access using ADSL and ETTH technologies, services of IP-TV digital television. The Company plans to assign about 250 mln for updating and expanding the existing telephone communication objects: the construction of fiber-optic links and the multiservice network.
