OREANDA-NEWS. February 26, 2010. I.T. Co. launched information system at the Office of Commissioner of Russian Federation at the European Court of Human Rights. As a result, the electronic document management system was implemented on the base of BOSS-Referent platform and allowed to improve the quality of decision-making process.

The Office of Commissioner of Russian Federation at the European Court of Human Rights (the Office) works in cooperation with the Joint Committee of Russian Federation on Special Affairs in the Council of Europe. The specialists of the Office faced a long standing-need for modern technologies which would improve document management, the decision-making process, report on results, as well as keeping track of general business processes.

In order to solve these problems the management of the Office initiated a project. The executor of the project had to be determined on the competitive base. Following the results of the tender the customer chose I.T. Co. with its BOSS-Referent software product based on IBM Lotus Domino/Notes platform.

While configuring the electronic document management system to the needs of the Office of the Commissioner of Russian Federation at the European Court, I.T. Co. specialists considered various legal requirements related to specifics of judicial workflow. The specifics of the work performed by the Office presupposes the strict compliance with the deadlines set for the document processing and response to the European Court of Human Rights as well as it requires Office staff to work not only with a single document but with the number of complaints received from the European Court.

Taking into account the work specifics of the Office, it was agreed to add to the electronic document management system special features to issue complex reports, which allow collection of information from various analytic resources and the control of deadlines.

The system implementation allowed the Office to switch from paper flow of documents to electronic practically in full scale. Paper documents are used only when it is necessary for legal reasons or at the stage of manager approval. As for information exchange with other departments, it is partly done electronically and when there is no such a possibility, paper documents are used.

As a result, the electronic document management system was implemented for 55 workplaces. Among the users of the system is management of the Office as well as the staff of the following four departments: Department for Criminal and Legal Complaints, Department for Civil Complaints, Analysis, Case Law and Decision Follow-Up Department, and the Records Department.

One of the main advantages of the electronic document management system based on BOSS-Referent platform is that it allows not only registration of documents but also provides a fully functioning environment which enables the staff to work in a single information space. The system permits to significantly reduce the time of data collection necessary for decision-making process, as well as reducing the time required for preparation and harmonization of documents.
