OREANDA-NEWS. April 21, 2010. The Committee says that the consultant is to learn private specialists on land use planning and control, give consultations on land development on 4 000 hectares of land area, take measures on support and discussion in connection with creation and licensing of land property companies. The consultant should have knowledge of Azeri, Russia and Turkish languages.

The bids should be submitted to the SCP Administration head Ilgar Gabiyev (address: 20, Yu. Safarov Street, Khatayi District of Baku).

In fact, the start of the project became possible due to approval of the protocol between the Bank and the Azerbaijan State Committee for Property Affairs (ASCPA) by the Cabinet Minister on 15 February. This protocol is supplement to the agreement signed and endorsed before between KfW and the State Real Estate Register Service on a grant for preparation of the project of real estate registration and cadastre in Azerbaijan.

The protocol specifies the role of the State Committee as a legal successor of the Service.

Earlier, the Cabinet approved in full ASCPA’s authority as legal successor of the agreement between KfW and the State Real Estate Register Service on a grant for the project.

Under the Agreement, KfW awarded a 453,000 grant and signed a contract with the agent selected through tender procedure whose task assignment is to prepare a tender for choice of project consultant.

The grant is intended for realization of conceptual phase, including making of elaborated feasibility study and technical requirements.

Conceptual phase will allow KfW to avoid duplicating of functions with similar project of WB.

The KfW project is limited with the Ganja and Sheki cities. According to the Service, project purpose is to develop a digital real estate cadastre map on these territories, create conditions for more rational usage of the lands owned by citizens, enable activity and transparency at the real estate market and stimulate economic development in the region.

Earlier, KfW did not rule out increase of the budget of the project, the Protocol of Intentions on which was signed between KfW and the Azerbaijani government on 24 January 2008. Negotiations on the project start were launched as early as in 2005.

Originally KfW was ready to finance  USD 2.5 million as a grace loan and USD 1 million of technical assistance. World Bank Group (WBG) endorsed earlier a USD30 million loan for a similar project with budget of USD 38.57 million. WB provided funds on the conditions of International Bank for Reconstruction & Development (IBRD) and the project was at stage of realization.
