OREANDA-NEWS. May 14, 2010. JSC SITRONICS (“SITRONICS” or “The Company”) (LSE: SITR), a leading provider of telecommunications, IT and microelectronic solutions in Russia and the CIS, announces that it has completed the 1st stage of the project "Republic of Bashkortostan E-Government. 1st phase". The result is the first full-scale system of interagency relevant in law document management system in Russia at the level of constituent entity. During the project two state services of the 5th level were automated for the first time ever. This is the highest level of complexity, when the service is provided fully in electronic form.

Main distinctive features of the solution are:

Interagency relevant in law document management system

Support of electronic digital signature

Workstations of heads of ministries/institutions, created in cooperation with the heads of Republic of Bashkortostan Government

Using of interagency document management system as a transport for implementation of any complex state services provided in electronic form

Procedures of 2 state services were automated: subsidies for participants of the Republic’s program of young families state support and social payments for acquiring real estate. Workstations for providing these state services are installed in municipal governments of 14 Bashkirian districts.

In future the list of state services provided in electronic form will be extended. The implemented solution includes high-power computing system, data storage and processing system and prototype of state services portal where citizens can monitor their requisitions’ statuses. Workstations for staff in municipal authorities and the responsible staff in the ministries involved as well as workstations for controllers and administrations were installed. Citizens will be notified about their requisitions’ statuses via e-mail or SMS, as well as get contacts of the responsible employee in the authority.

The solution is integrated with the automated information system "Social Card of Bashkortostan". These social cards are used for authorization and authentication. The project was implemented on the basis of IBM software platform.

Boris Volpe, VP of SITRONICS for marketing and business development, says that the first results of significant reduction in time of requisitions processing have already been achieved due to quicker documents exchange between authorities. "Requisitions on the two electronic state services (subsidies for participants of the Republic’s program of young families state support and social payments for acquiring real estate) will be processed in 5 and 30 days respectively, while formerly it could take more than one year, - Mr. Volpe says. – This is the key factor, by which citizens will estimate e-government performance. We’re sure that the experience achieved in Bashkortostan can be applied in other regions considering their characteristics and requirements. Further working out of governmental standards will help unification of e-government solutions implemented on regional and municipal levels.
