OREANDA-NEWS. June 16, 2010. National energy operator Azerenerji OJSC finishes introduction of SCADA (Supervisory Control & Data Acquisition System) in Azerbaijan.

Azerenerji informed, work for creation of SCADA is planned to be finished till the end of year. Presently, 80% of equipment of main centre of dispatch control of OJSC  has been tested. Then testing of equipment will be started for other elements of the system.

Originally SCADA introduction was scheduled for 2009.

In summer 2007 France’s Areva was selected as contractor for 2nd stage of SCADA introduction. It is expected to bring 60 high-voltage substations, transformers and equipment in accordance with SCADA system for three-year period. The 2nd stage includes connection of all 100 V substations between one another and central control system to create united network. That is why it is planned to lay about 1,000 km of fiber-optic cable lines. Three dispatcher points will be created within the project.

Total project cost is USD 55 million, including USD 7 million to be financed by the Azerbaijani government and USD 48 million by the International Bank for Reconstruction & Development (WBG). The credit agreement with the IBRD on Grid Upgrade Project stipulating SCADA introduction was signed on 8 November 2005. The credit is the first extended to Azerbaijan on the IBRD conditions. The credit was allocated under Libor+0.5% for 20-year period with 8-year grace term.
