OREANDA-NEWS. July 01, 2010. Based on results of meeting of the Council of Regions, which was dedicated to staffing policy, President Viktor Yanukovych gave a number of instructions.

Prime Minister Mykola Azarov was instructed to ensure that by August 20 bills and regulations on the agenda of the Council of Regions meeting are elaborated and submitted to the Cabinet and the Parliament.

In order to improve and simplify the procedure of appointing deputy chairmen of district administrations, Prime Minister Azarov was instructed to prepare and approve a new order of their appointment and dismissal by August 1.

To avoid overlapping of functions, and to establish a clear scheme of regulation and responsibility of state authorities staff, the Prime Minister is to conduct examination and optimization of functions, activities, and numbers of staff in territorial bodies of the ministries and other central executive authorities, public administration, enterprises, institutions and organizations under management of central executive authorities, etc.

The President also instructed the Prime Minister to prepare a Government report on the progress in staffing policy modernization to be heard at a Council of Regions meeting.

According to President’s instructions, Chief of Presidential Staff Serhiy Lyovochkin, Minister of the Cabinet Anatoliy Tolstoukhov, Chairman of Civil Service Department Tymofiy Motrenko, Chairman of the Council of Ministers of Crimea, chairmen of regional, Kyiv and Sevastopol administrations are to elaborate suggestions until July 2 to the Program of Presidential Staff Reserve.

Until August 15 the abovementioned officials are to provide that chairmen of structural units at regional administrations and chairmen of district administrations came for training at the Presidential Administration and the Secretariat of the Cabinet of Ministers.

Besides, the President gave a number of assignments to Mykola Azarov, Chairman of the Crimean Council of Ministers, chairmen of regional, Kyiv and Sevastopol city administrations aimed at improving implementation of the Decree of April 16, 2010 "On Providing Execution of Authorities by Local State Administrations.”

To that end by August 1, these officials are to initiate monthly reporting of local government administrations to the Government on appointment and dismissal of chairmen of ministerial territorial bodies, other central executive authorities, public administration, enterprises, institutions and organizations under management of central executive authorities, etc.

By September 1 the same responsible persons are to examine and alter if necessary the regulations of ministries and other central executive authorities dealing with appointment and dismissal of chairmen of ministerial territorial bodies, other central executive authorities, public administration, enterprises, institutions and organizations under management of central executive authorities, etc.

Viktor Yanukovych also expects Anatoliy Tolstoukhov and Tymofiy Motrenko to provide quarterly analytic reports on staffing work at local administrations, ministries and other central executive bodies.

Tymofiy Motrenko was instructed to continuously provide organizational and methodological assistance to central and local authorities in improving civil service regulatory framework, unifying staffing documentation and reporting forms, etc. as well as to provide state authorities with recommendations and explanations.
