OREANDA-NEWS. October 07, 2010. The official website of the Government of the Russian Federation published No.759 Decree of the Government of RF of 24th September 2010 on improving the procedures for technological connection, reported the press-centre of FAS Russia.    

The Decree was drafted by the Federal Antimonopoly service (FAS Russia).

The Decree introduces considerable changes to the procedures for technological connection to electric power networks:

- Simplified requirements to the content of the applications for technological connections for small and medium business;

- An obligation of network organizations to sent to its customers draft contracts with technical specifications, which constituted an inseparable part of the contract for technological connection;

- The same periods for forwarding draft contracts and technical conditions by the network organization regardless of the applicant’s category;

- Spreading the principles introduced by No.334 Decree of the Government of the Russian Federation on liability of network organizations for breaching the contract period, distribution responsibility to exercise technical connection measures to all categories of the applicants;

- Maximum details of the procedures of design-built technological connection.

Changes to the procedures for technological connection to electric power networks, introduced by the Decree of the Government of RF, constitute the next important step towards providing non-discriminatory access of consumers to the services of grid organizations.

The procedures of technological connection are now more transparent, and obligations of networks organizations for concluding and performing contract for technological connections are more specific.

FAS Russia will focus considerable efforts on enforcement of the decree by network organizations. In the near future FAS will forward relevant recommendations to its regional bodies.
