October 18, 2010. “COMSTAR – United TeleSystems” JSC (“Comstar”) (LSE: CMST), the largest integrated telecommunications provider in Moscow and 83 Russian cities, with a presence in Ukraine and Armenia, announces the results of the Extraordinary General Meeting of OJSC Moscow City Telephone Network (“MGTS”) shareholders (“EGM”), which was held on October 12, 2010.

The Meeting elected a new Board of Directors of MGTS, which comprises:

Mikhail Bedin - Director of the Department for Subscriber Access Network Operations, Comstar-UTS

Alexey Goncharuk - First Vice President, Comstar-UTS

Dmitry Karmanov - Vice President for HR Management and Corporate Development, Comstar-UTS

Alexey Kaurov - Vice-President for Economics and Finance, Comstar-UTS

Oleg Mukovozov - Director of Corporate Governance, Comstar-UTS

Nikolay Naumovich - Vice-President for Corporate Governance and Legal Matters, Comstar-UTS

Alexander Popovsky - Director of MTS Russia

Vyacheslav Nikolayev - Director of Commercial Controlling of the Commercial department of the Corporate Centre, Mobile TeleSystems (MTS)

Sergey Pridantsev - President and Chief Executive Officer of Comstar-UTS

Victor Stankevich - Head of Procurement Compliance, MTS

Andrei Ushatsky - Vice President Chief Technology Officer, MTS

Maxim Chernov - Head of Marketing, Comstar-UTS

Sergey Pridantsev was elected Chairman of the Board of Directors at the first meeting of the Board held immediately after the EGM.
