OREANDA-NEWS. November 1, 2010. An affiliate to JSC FGC UES - Backbone Electric Grids (MES) of North-West has completed reconstruction of two-circuit cable electric transmission line 220 kV Chesmenskaya – Central TPP (Saint-Petersburg). Works were conducted within a program of total reconstruction of substation 220 kV Chesmenskaya. Commissioning of the line allowed making significant increase in power supply of consumers from central and Southern regions of St. Petersburg. Investments of FGC UES into the reconstruction of two-circuit electric transmission line are above 600 mln RUR.

Reconstruction of the cable line 220 kV Chesmenskaya – Central TPP was started in 2009. During the works the old cable and oil-feeding systems were disassembled, the first and the second circuits of electric transmission line were reconstructed. The old oil-filled cable 220 kV was replaced with an innovative 3-core city-cable with insulation made of sewed polyethylene which is more compact and convenient for operation. The new cable has been laid along the old route with length about 7.4 km. An innovative technology for cable laying through wells into pipes of the existing cable line allowed avoiding closure of roads and takedown of road surface in the city centre. A complete reconstruction of substation 220 kV Chesmenskaya was started in 2007. As a part of the first stage of reconstruction replacement of main substation equipment has been made. Two new 220 kV cells have been installed, two automatic transformers 220/110 kV were replaced with total capacity 250 MVA, as well as three switches 220 kV and two switches 110 kV.

Until 2010 a construction of new building of general substation control board has been planned as well as new open distribution devices (ODD) 110 and 220 kV, reconstruction of closed distribution devices (CDD) 6, 10 and 35 kV, replacement of four voltage transformers 10 kV with total capacity 63 MVA and two current 110 kV transformers with capacity 40 MVA. The substation shall be equipped with up-to-date devices of relay protection and emergency automatics, automated control system for technological processes (PCS). The total amount of investments to reconstruction of the power object shall comprise 7.8 bln RUR. The reconstruction of the substation is included into the Agreement with the Government of St. Petersburg, aimed at provision of reliable power supply and creation of conditions for connection of new consumers to electric grids.

The cable line 220 kV Chesmenskaya – Central TPP was commissioned in 1982. It provides electric power to consumers from central and Southern regions of St. Petersburg, including state enterprise Vodokanal, plant Elektrosila, Heat combinat.
