OREANDA-NEWS. November 22, 2010. The Committee of SEC MINT RK (State Energy Control of the Ministry of Industry and New Technologies of the Republic of Kazakhstan) presented its findings for the tripping of KEGOC’s transmission line in Pavlodar Oblast on 8 September 2010.

According to Committee Report it was established and found that a reason of the short circuit was fire, which reached the transmission line.

The tripping of 500 kV OHTL EEK – Rubtsovsk and 1150 kV Ekibastuzskaya 1150 – Altai has happened due to low dielectric density of the ambient air as a result of high temperature (ionization), smoke generation and air pollution with combustion products. No violation of operation regulations and OHTL damage has been found.

Thus, investigation results confirm KEGOC’s version that on 8 September 2010 it was the fire that took place first in Sherbaktinisk district of Pavlodar Oblast, and then it caused the tripping of OHTL.

The findings of Special Committee also denies unreliable information disclosed  earlier in mass media by representative of the State Forest Nature Reserve “Ertis ormany”, on involvement of KEGOC in woodlands inflammation.

The Committee established on 17 September included highly qualified power industry experts including the specialists from Russia.

Amanzhol Alpysbayev - Chairman of the Committee, Deputy Chairman of SEC MINT RK:

- From the technical point of view, the version power line flammability in this case shall be excluded. According to Committee findings supported by the information of the Department for Emergency Situations of Pavlodar Oblast and corresponding services of Altai Krai of the Russian Federation, the smoke was reported earlier than tripping (11:20 Astana time) and 500 kV OHTL EEK – Rubtsovsk was tripped later, in 11:28 due to natural phenomena (fire) in Sherbaktiniski Rayon.
