OREANDA-NEWS. December 29, 2010. CJSC Azerbaijan Railways (Azerbaijan Demir Yollari, ADY) has announced a tender procedure for supply of electric locomotives within the framework of support of World Bank-funded Rail Trade and Transport Facilitation Project.

ADY reports that the tender subject are: 50 electric locomotives operating in 25 KV of 50 Hz network; spare parts for them; special tools, diagnostic equipment and machinery for repair shop; instructions and teaching material; layout of equipment location; equipment for installation and coupling; and training courses for staff.

Under the tender conditions, first 10 locomotives should be delivered within 365 days from the day of contract signing, and the remaining 40 ones – in another 365 days. Thus, the delivery must be finished for 730 days.

The fee for participation in the tender is 160 manats, or USD 200, not including costs on courier delivery of tender documents for 100 manats or USD 125. At the first stage the bidders are required to submit tender guarantees to be accepted until 4 pm on Baku time on 23 February 2011 by the Project Implementation Group (located in the ADY office at address: 230, Dilara Aliyeva Street, Baku).

In spring 2008 the WBG Board of Directors endorsed a USD 450 million loan for Rail Trade and Transport Facilitation Project that has become the WBG biggest one since 1995 when WBG opened financing for Azerbaijan. The loan will be disbursed through International Bank of Reconstruction & Development (IBRD) for 17-year period with 4-year grace term.

The project targets to improve railway services in Azerbaijan, as well as the competitiveness, financial sustainability, operating and cost efficiency and capacity of ADDY. The project with USD 795 million budget was focused on development of corridor toward to Georgia. 90% of the budget will be directed for transport and 10% for industry and trade.
