OREANDA-NEWS. January 05, 2011. IBA launched beta testing of the unified automated information system for Belarusian prosecution authorities (UIS for BPA).

The development of the information system for the local prosecution authorities started in 2006 within the project # 54 included in the project list of E-Belarus Government Program. The Belarusian State University of Informatics and Radioelectronics (BSUIR) acted as the main contractor of this project during the years 2006-2008. BSUIR created a number of subsystems for the General Prosecutor’s Office, as well as for regional and district prosecution authorities.

The analysis of the implemented subsystems of the UIS for BPA revealed that the system requires modification to:
• Increase work efficiency of distributed departments of Belarusian prosecution authorities
• Provide effective interaction of the subsystems within the UIS for BPA
• Enhance information security.
At the end of 2009, IBA was appointed the main contractor following a tender.

To create and enhance the UIS for BPA, IBA used its proprietary product Chancellor as a basis.

The UIS for BPA project goals:
• Providing reliable on-line information to the employees of prosecution authorities
• Creating a unified information space for the prosecution authorities
• Organizing an online interchange of electronic documents between the prosecutor’s offices and ensuring the information confidentiality
• Providing analysis of the current state of criminal situation to take effective measures of prosecutor’s response
• Providing information confidentiality, integrity, and availability during processing, transfer, and storage


Providing data backup and archiving.


Implementation of the project included the following IBA activities:
• Improve the electronic workflow subsystems of the UIS for BPA with a possibility of using electronic digital signature and crypto algorithms certified in the Republic of Belarus
• Organize data interaction within the unified document workflow system of distributed offices of prosecution authorities
• Provide data interaction between the UIS for BPA and the interdepartmental system of electronic document management for Belarusian public authorities
• Provide data interaction of the UIS for BPA with the system of secured e-mail of Belarusian public authorities (MAILGOV)
• Execute commissioning and deployment of the UIS for BPA in the General Prosecutor’s Office of the Republic of Belarus and 20 other regional and district prosecutor’s offices.


For today, the UIS for BPA includes the following subsystems:
• Workflow
• Archiving
• Citizens appeals
• Human resources
• Electronic digital signature
• Agreements
• Legislative acts
• Targets
• Official forms
• Registration of corruption crimes
• Registration of violations on anti-corruption laws
• Registration of corruption-related violations punishable under administrative law
• Statistical data cards
• Registration of especially grave crimes
• Publication of documents.

In addition, IBA trained prosecutors and system administrators.
The UIS for BPA is geographically distributed and has a three-tier hierarchical structure. To reduce the cost of the system implementation, IBA used a remote terminal access technology. The system is scalable and can be rolled out to the rest of Belarusian prosecution authorities.
