OREANDA-NEWS. January 11, 2011. Mr. Rustam Minnikhanov, President of Tatarstan, visited the startup facilities in OJSC TANECO.

Rational use of oil is the task of national importance for Russia, because the multi-component feed is one of the keystones of the economy. At that, the determining factor of development is to be the adherence to ecological standards and reduction of development pressure. JSC Tatneft meets these strict requirements of ecologically oriented economy. The company management takes care of not only the development of OJSC TANECO industrial capacity, but of ecological capacity of the new production. Mr. Rustam Minnikhanov, President of Tatarstan, assured himself of it during his visit to Nizhnekamsk.

First, The Head of the Republic visited the control rooms of the loading racks and checked the readiness of the facility for the oil products shipment to the consumers. This operation (shipment), finishing the production cycle, will be performed at the two-sided loading-unloading racks. The loading of the products at the Austrian unit “ELIN” will be performed into the lower part of the rail tank car under the layer of the liquid, in order to reduce the wastes into atmosphere. The vapor recovery unit will prevent the loss of hydrocarbons and will return them into the drums with the feedstock.

The next facility, that Mr.R. Minnikhanov visited, was the first stage of high-efficiency treatment facilities. It will be put into operation simultaneously with the facilities providing the oil product output. So, TANECO confirms de-facto, that the adherence to Ecological policy is one of the basic corporate priorities and one of the determining factors of development. The first stage of the treatment facilities consists of the mechanical treatment unit, emergency waste water tanks, facilities of deep sorbtion-coal treatment, block of pump stations, block of ultraviolet disinfection, power facilities, as well as intrasite utilities. Attitude of care to the water resources is always important, and especially after the terrible dry weather, when the level of rivers has decreased to the critical point. Water supply and drainage plan to be created in TANECO will enable to 30 % reduce the withdrawal of the fresh river water of the general water supply, as well as to practically eliminate the discharge of the effluents into the Kama river due to return of up to 75 % of the treated water for the production needs. The maximal capacity of the treatment facilities is 2700 m3/hour, actually the hourly average flow rate of the coming effluents is expected in the volume of 1411 m3/hour. Monitoring of the effluents is carried out near the sources of generation, in the drainage system, during the treatment and at the discharge into the water body.

After that the presentation of Complex Central Laboratory was held. The Central Laboratory consists of two accredited laboratories to monitor the quality of crude oil, end product, technological process and to conduct the Ecological monitoring at different stages of production cycle. The local market is oriented mainly to GOST and international users trust ASTM, IP, ISO, EN. Thus the laboratory is equipped with special devices which enable to carry out tests in compliance both with Russian and International standards. Based on the results of process and environmental monitoring TANECO integrated testing does not impact the atmospheric air.

Rustam Minnikhanov gave special consideration to CDU VDU and Naphtha Stabilizer. To put these units into operation in working conditions the commissioning works are carried out including adjustment of Process Control Systems, loops pressure tests, Pump units’ electric drivers run-in tests.

RT President held the meeting in TANECO on summing up the results of 2010 and assigning the objectives for 2011. TANECO General Director Khamza Bagmanov also reported on this topic.

During his visit Rustam Minnikhanov was accompanied by RT Minister of Construction, Architecture and Housing Irek Faizullin, Head of Volga region Federal Agency administration on process, environmental and nuclear control Boris Petrov, Tatneft General Director Shafagat Takhautdinov, Head of Nizhnekamsk municipal district Aidar Metshin, Tatneft Deputy General Director Nail Maganov and others managers.
