OREANDA-NEWS. January 13, 2011. Prime Minister Vlad Filat met representatives of the National Confederation of Employers, the government's communications and press relations department has said.

Referring to the continuation of consultations on the government programme, Filat said he wanted to find out the opinion of employers' representatives on this issue.

The head of the National Confederation of Employers, Leonid Cerescu, said that the employers are open to cooperation. He voiced hope that the new government will carry out its programme during four years and spoke in favour of continuing the projects initiated in 2010.

Cerescu put forward a string of suggestions on the government programme, among which: elaborating an efficient mechanism for boosting the employers' collaboration with the central and local public administration authorities, promoting a balanced fiscal policy that would stimulate the development of enterprises, improving the system of raising and distributing funds for mandatory health insurance, optimizing reporting and control procedures, fostering the activity of commissions for collective negotiations, etc.

The employers' representatives advocated more active cooperation while working out draft laws and normative acts on the activity of enterprises, as well as an efficient legal framework that would guarantee loyal competition on the market and would provide tougher sanctions for the violation of competition rules.

The participants in the meeting discussed the need to consider reform projects, including at the institutional level.

Filat said that the government's structure will not undergo significant changes. At the same time, he stressed that the process of reforming the public administration will continue through decentralization. He stressed that this process shall be completed in 2012.

"The government is interested in delegating powers to the local public authorities, as well as in ensuring responsibilities and efficiency within this process," the prime minister-designate said.

Vlad Filat emphasized the importance of ensuring the efficient absorption of money meant for promoting development projects, within which an important role will be given to the social partners. Also, Filat urged the employers to help combat the phenomenon of "black economy" and ensure the lawfulness of the business' development.

The prime minister-designate reiterated the need to maintain continuous dialogue with the social partners and to efficiently settle the present problems by joint consent.

For their part, the employers' representatives confirmed willingness to back the cabinet's effort to promote reforms and successfully implement the government programme.
