The Russian Finance Ministry is ready to consider a ban on toll-based raw-material processing schemes, factoring in both positive and negative sides of the possible prohibition, vice PM and finance minister, Alexei Kudrin said. “Let us return to the tolling scheme once again. A revision of tolling terms has both its pros and cons. We ought to analyze it once again”, he said while at the Krasnoyarsk Economic Forum. Kudrin added tolling schemes was particularly popular in the aluminum industry. A ban on tolling has been a matter of discussion since the mid-1990s, but no definitive decisions have been made so far.

Tolling is classified as the export of services and is not subject to VAT when raw materials are imported. Customs fees and VAT paid are recovered at state border when finished products are exported.
