OREANDA-NEWS. March 04, 2011. Finalizing the “third antimonopoly package”, improving the trading with state and municipal property and modernising the law “On State Procurement…” are the main objectives of the Antimonopoly Service for the near future, stated the Head of FAS Russia Igor Artemyev at the extended session of the Collegium of the Federal Antimonopoly Service (FAS Russia) at the Russian Academy of Public Administration under the President of the Russian Federation (RAPA), reported the press-centre of FAS Russia.

Also Igor Artemyev appealed for the Heads of 82 regional offices of FAS Russia to tighten control over the priority markets (oil products, medicines, food products and financial markets) and control over the authorities at all levels to prevent granting unlawful preferences and violating the law on state procurement.

The Head of FAS Russia highlighted the main achievements of the antimonopoly authority in lawmaking and enforcement practice and outlined the main priorities in FAS work.

“In 2011 it is necessary to draft and sign legislative acts about cooperation of the antimonopoly bodies with the law enforcement bodies and the Investigation Committee of the Russian Federation. I am convinced that further cooperation between our agencies will be very useful for developing conditions of healthy competition”, stated Igor Artemyev.

Among priority objectives the Head of FAS Russia also named adopting the Law “On Introducing Amendments to the Federal Law “On the Procedures for Foreing Investments in the Business Entities of Strategic Importance for the National Defence and State Security” and supporting an independent automated control system for the electronic sites used for placing state procurement orders.

Summing up his report, the Head of FAS Russia called upon his colleagues to continue the efforts towards eliminating administrative barriers in the Russian economy through active participation in the work of the Commission of the Government of the Russian Federation on the Administrative Reform.
