OREANDA-NEWS. March 09, 2011. The Federal Antimonopoly Service (FAS Russia) initiated a case against the Ministry of Industry and Trade of the Russian Federation (Minpromtorg), a non-commercial organisation – the Russian Association of Cash-Register Manufacturers (RAPKaT), “RAPKaT – Centre” Ltd., and the “Bardin Central Research Institute of Ferrous Metals” Federal State Unitary Enterprise, reported the press-centre of FAS Russia.

FAS Russia initiated the case against these organisations upon the signs of violating Clause 4 Article 16 of the Federal Law “On Protection of Competition” (agreements between the authorities and economic entities that resulted in restricting entry to the goods market).

The case was initiated upon the fact that during the period of keeping the State Register of Cash-Register Equipment by the Federal Industry Agency (Rosprom) (2007 – 2008) around 150 models of cash-register equipment were included in the Register, while after the function for keeping the Register was transferred to the Russian Ministry of Industry and Trade, only 32 models of cash-register equipment were included in the Register (June 2008 - July 2010).

FAS Russia suspects that joint actions (omissions) by the Ministry of Industry and Trade, RAPKaT, “RAPKaT – Centre” Ltd., and the “Central Research Institute of Ferrous Metals” created a working system for including cash-register equipment in the State Register, which restricts entry of economic entities to the market of manufacturing and sale of cash-register equipment.
