OREANDA-NEWS. April 25, 2011. Vladislav Shvaybovich has been appointed as the General Director of Sky Link in line with a decision of the operator’s board of directors.  He is to hold this position concurrently with another one as head of the management and development of wireless telecommunications networks of Rostelecom.

A shareholders meeting, held on April 14, 2011 in Moscow, reviewed the issue of prematurely terminating the powers of the general director of Sky Link Gulnara Khasyanova, who had headed Sky Link since 2007 in conjunction with her reassignment to the position of executive director of Consortium 4G.  This consortium was formed by decision of State Radio Frequencies Committee to coordinate the activities of telecom operators while studying the feasibility and conditions for rolling out fourth-generation mobile broadband Internet access networks in Russia.

In the wake of the recent management reshuffle at Sky Link the chairman of the board of directors Svyazinvest CEO Vadim Semenov spoke highly of the work performed by Gulnara Khasyanova in her capacity as general director of Sky Link.  Semenov also pointed out that “the talent, experience and expertise of Gulnara Khasyanova will definitely be needed when tackling the challenges facing Consortium 4G.

Vladislav Shvaybovich, in turn, had the following to say: “At present, our key task is to roll out a federal-level mobile operator.  To reach this challenge it will be necessary to form a unified systemic management model for the mobile assets of the merged Rostelecom.  I will do my utmost to meet this ambitious challenge”.

Vladislav Shvaybovich was born on December 7, 1971 in Chelyabinsk.  He graduated from the Magnitogorsk State Technical University named after G.I. Nosov, with a major in “Economics and Enterprise Management” under the presidential program of professional training for managerial executives, Academy of National Economy attached to the government of the Russian Federation (MBA degree).

In 2003-2007 he worked at Tele2-Chelyabinsk, where he scaled the corporate ladder from commercial to general director.  In 2007, he was appointed as general director of Tele-2 Russia North East, which represents a sizeable portion of Tele2 Russia’s business, and was appointed member of the management board of Tele2 Russia.  In December 2010 he was appointed head of management and development of Rostelecom wireless networks.  In April 2011 he was named general director of Sky Link.

In 2005 he was recognized as “Person of the Year” by the AB Kinnevik group of companies which includes telecommunications, media and industrial holdings in 26 countries around the world.
