OREANDA-NEWS. May 25, 2011. FAS Russia’s delegation, including the Head of the Department for Information Technologies, Vladimir Kudryavtsev, and the Head of the Department for Control over Foreign Investments, Armen Khanyan took part in a workshop organized by Bulgarian Competition Authority under the framework of cooperation programme between the Federal Antimonopoly Service (FAS Russia) and Bulgarian Competition Authority (Sofia), reported the press-centre of FAS Russia.

Workshop participants discussed Bulgarian practical experience on the field of protection of competition and some antimonopoly cases that are of special importance to Bulgaria:

- Adverse impact of dominant position,

- The policy of protection of competition in Bulgaria,

- Unreasonable refusal to conclude a deal,

- Practice of Bulgarian Competition Commission counterstaining prohibited vertical agreements,

- Investigation and evidence of cartel agreements,

- Review of judicial practice with regard to decisions of Bulgarian Competition Commission.

In their turn, representatives of Russia reviews the practice of enforcement of the Federal Law “On the Procedures of Foreign investments in Business Entities that are of Strategic Importance for National Defence and State Security” as well as antimonopoly regulation in the field of information technologies.

Armen Khanyan told the workshop participants about the mechanism for considering petitions from foreign investors and outlines some associated problems, as well as the established enforcement practice of the law on foreign investments. He presents statistical data summarizing the results of FAS work for considering petitions and notifications of / from foreign investors after No.57-FZ Federal Law came into force, and informed his European colleagues about new amendments to the law drafted by FAS Russia.

Events of such level certainly provide opportunities to exchange practical experience with competition authorities of other countries and establish international business relationships and partnership.
