The draft decree "On approval of the Procedure for realization of the state architectural and construction control" developed the Ministry of Regional Development, Construction, Housing and Communal Services and sent to work it through to the Secretariat of the Cabinet of Ministers.

In the document it is said that the procedure sets a block of measures aimed at compliance in city planning, state building codes, standards and regulations during the preparatory and construction works, and compliance with license conditions of economic activities associated with the creation of objects of architecture.

The developer noted that the state architectural and constriction control carried out in accordance with the territorial principle in order of scheduled and unscheduled inspections.

Scheduled inspection is an inspection that is in the working plan of the State Inspectorate of architectural and constriction control and is conducted not more frequently than once a quarter. Duration of the inspection, as stated in the draft document, can not exceed ten working days, and if necessary, can be extended by written agreement of the head of the State Inspectorate of architectural and construction control or his deputy for up to five working days.

Among the reasons for the unscheduled inspection - identifying unreliability of data in documents submitted by the subject of city planning to the Inspection (SIAC) to obtain permits and to identify the object arbitrarily construction; to address natural or legal persons on violation by the subject of the urban development of requirements of urban town planning legislation; to check of carrying out of instruction of SIAC by a subject of urban development; to receipt requirements of law enforcement agencies to conduct inspections and others.

Duration of unscheduled inspection, as determined developer can not exceed five working days.
