OREANDA-NEWS. June 07, 2011. International experience in public private partnership (PPP), issues of raising foreign investments, PPP development in municipal services became main themes of the first Russian-French Forum “Public Private Partnership in Developing Regional and Municipal Infrastructure”. The Forum opened in Moscow.

Vnesheconombank, the State Duma of the Russian Federation, the Russian Regional Development Ministry, the French Embassy in the Russian Federation, the French Ministry of Ecology, Sustainable Development, Transport and Housing and the UBIFRANCE Trade Mission in Moscow acted as organizers of the Forum.

In attendance of the Forum were representatives of the business community, heads of government authorities and business communities from Russia and France.


The Forum was held to exchange Russian-French experience in applying PPP mechanisms.

The Forum’s participants reviewed examples of successful partnership in various economic sectors, the process of preparing, concluding and upgrading PPP contracts as well as specifics of using public private partnerships in major sectors of France’s urban economy.

One of the Forum’s key themes was to discuss issues of engaging both Russian and foreign specialists in the PPP sphere.

In the course of the Forum its participants worked out proposals for constructing public infrastructures and managing communal services within public private partnership in transport and water economy, waste treatment, environment protection, management of housing and telecommunications services with the use of legal and financial schemes.
