OREANDA-NEWS. July 18, 2011. Rostelecom OJSC and Novosibirsk City Government signed Cooperation agreement to develop municipal segment of the e-Government based on the unified concept developed by Rostelecom. Consequently, Novosibirsk became the first municipality to sign such kind of agreement.

The agreement was signed with a formal ceremony on May 25 in the Novosibirsk town hall. The document was signed by Vladimir Gorodetsky, Mayor of Novosibirsk, and Valery Belenky, Deputy Vice President and Director of Siberia macro-regional branch of Rostelecom OJSC.

Under the signed agreement the parties shall jointly work on implementation of e- Municipal Government, socially oriented project in Novosibirsk, by means of which municipal services can be available in electronic form and citizens will have access to municipal services through a common public services’ Web-portal  www.gosuslugi.ru.

Distinctive feature of the concept developed by Rostelecom is compliance with the unified technologic policy adopted to build up federal and regional infrastructure of electronic administration, and observance of all necessary requirements on safety and protection of personal information.

According to Vladimir Gorodetsky, Mayor of Novosibirsk, ‘The momentous event has taken place and it will improve and simplify the procedure of providing municipal services. I’m glad that Rostelecom, which has experience in implementation of similar projects all over Russia including their adaptation to regional levels, will help us with it. The given agreement is exclusive because such kind of document has been first signed with municipality, not with the subject of the Russian Federation. Its implementation will give citizens an opportunity to receive all services provided by municipal authorities electronically’ commented Vladimir Gorodetsky, Mayor of Novosibirsk.   

Novosibirsk was the first city in Russia to sign such kind of agreement, thereby proving its status as of one of the Russian leaders applying advanced information technologies for the sake of society.’ said Valery Belenky, Deputy Vice President and Director of Siberia macro-regional branch of Rostelecom OJSC.

According to the orders of the Government of the Russian Federation Rostelecom is the only executor of design work, development and operation of the e-Government infrastructure. Unique infrastructure developed by the company: protected communication channels and data processing centers together with experience in carrying out large national projects enable the company to solve the problem successfully both on the federal and regional levels.

The company is looking forward to expand cooperation with the subjects and municipalities of the Russian Federation to convert providing public and municipal services in electronic form.

Under the public private partnership on the e-Government development Rostelecom acts as a long-term investor.
