OREANDA-NEWS. August 1, 2011. The telecom operator "Kyivstar" and the (Ministry of Education, Science, Youth and Sports of Ukraine) MиHиcTepcTBo oбpaзoBaHия и Haуkи, Moлoдeжи и cпopTa УkpaиHы signed a Memorandum on cooperation in providing free unlimited broadband Internet for schools all over Ukraine. The priority areas of social partnership stipulated by the document are the provision of high-speed access to the Internet and teaching children, parents and teachers the rules of safe conduct while using the Net.

The Cooperation Memorandum was affixed with the signatures of Dmytro Tabachnyk, Minister of Education, Science, Youth and Sports of Ukraine and Igor Litovchenko, the Kyivstar President.

Within the framework of cooperation between the Ministry of Education and the telecom operator by the end of 2011 more than 80 schools of will be connected to the free broadband Internet from Kyivstar. For the merged Kyivstar it is not the first experience of internetization of Ukrainian schools. Just during the period from 2009 to the end of the current year free FTTB-access to the Internet will be provided for about 200 schools all over Ukraine.

Kyivstar will carry out a complex work package aimed at connecting school buildings to the Net on the basis of (FFTB technology) TeхHoлoгии FTTB as well as will provide unlimited access to the Net at a high speed of up to 10 MB/sec in the morning and afternoon (from 7:00 to 18:00) and up to 1 MB/sec during the rest of the time (from 18:00 to 7:00). Telecom operator will not only provide the schools with free high-speed Internet, but will take care of the safe use of the Internet by schoolchildren by installing special software and conducting an information campaign among the teachers, schoolchildren and parents on the rules of conduct in the Net. The Kyivstar volunteers in cooperation of the Ministry of Education will conduct open lessons on the Internet security in schools all over of Ukraine.

Kyivstar has been engaged in handling the problem of the children’s online security for more than one year. Since 2009 a Kyivstar social program "Children’s security in the Internet" aimed at protecting children against the Net threats has been in place. In cooperation with the Institute of Psychology named after G.S. Kostiuk of the National Academy of Pedagogical Sciences of Ukraine Kyivstar published the first parents’ manual "The Children in the Internet: How to teach safety in the virtual world" and established a "white list" of the recommended children’s websites, on the basis of which a free "Parents’ control" service was worked out for the mobile phone.

Together with the Ministry of Education Kyivstar is planning to provide development and introduction of modern technologies into the educational process as well as pay special attention to propagation of basic Internet knowledge and culture of online conduct, contributing to the formation of skills of safe use of the Net by schoolchildren and their families.

The signing of the Memorandum between the Kyivstar company and the Ministry of Education, Sciences, Youth and Sports of Ukraine has become yet another stage of cooperation, the goal of which is to enhance the culture of using Internet, provide access to the information and educational resources of the World Wide Web and to teach the rules of safe conduct in the Internet of the schoolchildren, parents and pedagogues.

Kyivstar is planning to connect schools to broadband Internet all over Ukraine, providing free unlimited amount of traffic. The Memorandum will be effective for three years, from 2011 and 2013.
