OREANDA-NEWS. September 02, 2011. Refusal of mandatory application of seals in all areas should facilitate not only procedure of opening of business, but also will allow avoiding of some problems in its conducting.

This was started by the First vice Prime Minister – Minister of Economic Development and Trade Andriy Klyuyev commenting on the draft law passed at the session of the Cabinet of Ministers of Ukraine.

It informed, that it is offered to pass to voluntariness of use of seal for economic entity of private law that will allow simplifying and reducing the price of procedure of opening of the new enterprise. Andriy Klyuyev reminded, that according to last Doing Business rating which is made by experts of Worldwide Bank, on a parameter of "Starting a Business" Ukraine among 183 countries takes 118 rank. "Nobody can suit, that from the post Soviet countries the worst, than Ukraine positions, has only Tajikistan. It is the next step for correction of a situation, in fact improvement of an assessment by the international experts of procedures of opening and business dealing in Ukraine will positively affect investment appeal of national economy", - the First vice Prime Minister declared.

According to the Ministry of Economic Development and Trade in 2010 the volume of investments into a fixed capital in recalculation per capita in Ukraine made USD 229, whereas in other post Soviet countries - in tens times more: in Russia - USD 2106, Kazakhstan - USD 2038, Belarus - USD 1870, Azerbaijan - USD 1387, Uzbekistan - USD 338.

Andriy Klyuyev noted that system steps of the Government gave certain result: the total amount of investments into a fixed capital in January-June, 2011 had grown almost on 16% against falling on 7.4 % in January-June, 2010. But, as he said, positions of Ukraine required the further huge work on improvement of national investment climate.

The First vice Prime Minister also declared that refusal of mandatory use of seals would allow to avoid the abuses connected with forge of them that today are often used in corporate raid and various methods of swindle.
