OREANDA-NEWS.  February 15, 2012. On the 15th of February 2012 the VIII Russia-wide Forum & Exhibition “Government Order-2012” organized with the support by the Government of Russia started in MEC Crocus Expo.

This year the forum topic is formulated as “The Governmental Order: Investments in the country’s economy.”

In the course of the exhibition topical issues of reforming the governmental order system, development of procurement technologies for public customers and aspects of improvement of the governmental and municipal ordering system will be discussed.

The plenary session was opened by an address by Minister of Economic Development Elvira Nabiullina. She elaborated on what has to be changed in companies’ activities in the light of coming into force of Federal Law no. 223-FZ. In particular, she said there were companies which had already implemented everything without waiting for the law into force, holding up ROSATOM as an example.

During the day, addresses by Head of the Federal Treasury Roman Artyukhin, Director of the Federal Service for the Defense Order L. Vorobiev and other governmental officials, representatives of largest companies and organizations of Russia are expected.

After the opening ceremony, an exhibition tour was made to see about 300 exponents. The visitors were taken also to the united display of ROSATOM (Pavilion 2, Hall 8, С2). At the display ROSATOM Director General Sergey Kirienko answered journalists’ questions. He also spoke at the plenary session. In particular, Kirienko told about the ROSATOM’s procurement optimization program, savings achieved through this program, and Uniform procurement Standard. He noted that both suppliers and vendors have to be compulsory taught how to procure. He also mentioned ROSATOM’s experience gained from establishing the on-line program “How is to become a nuclear industry supplier.”

During the forum and exhibition the ROSATOM display will be presenting information on real achievements of the procurement system of ROSATOM in 2011 and order placing plans for 2012, statistical data provided by the Central Arbitration Committee of ROSATOM, system of purchasing using own funds, purchasing at electronic auctions etc. Also, ROSATOM’s companies: TVEL, MCC, RosRAO, Atomflot, PA Mayak, SPb AEP, Atomenergomash and other nuclear industry companies, presented their major projects being implemented at the federal budget funds there.

On the first day of the forum & exhibition, at the ROSATOM display Director of the Procurement Office Roman Zimonas answered suppliers’ questions concerning ROSATOM procurement system. According to Zimonas, 34,699 procurement requests worth more than RUB390 billion were made with the use of own funds of ROSATOM and its entities. Procurement arrangements yielded more than RUB27.9 billion of savings. Electronic reverse auctions made 89.2% of the total reverse auctions held. Electronic purchases were 37.4% of a total number of tenders.

In 2011, using federal funds, ROSATOM placed 1,365 lots totaled over RUB54.4 billion. As a result of the auctions, a saving was more than RUB3.58 billion.

“In 2011 on the Common Electronic Trading Platform 751 auctions were held at a total amount of more than RUB6.6 billion, Zimonas said. “With that, a reduction from the initial maximum price was over RUB500 million. In 2012 it is planned to hold 30,355 procurement arrangements worth more than RUB263 billion as open bidding, with 68% of them to be held electronically,” he said.

The annual forum & exhibition “Governmental Order” is one of key platforms for discussion where most important aspects of governmental procurement are discussed, such as legislative initiatives, role of regulatory authorities, issues of interaction of customers and suppliers, features of the use of information technologies in the sphere of the governmental order.

The forum & exhibition will work until February 17, 2012.
