OREANDA-NEWS. March 02, 2012. Under the chairmanship of Board Member – Vnesheconombank Deputy Chairman Mikhail Kopeikin a regular meeting of the Working Group on Implementing the Agreement on Cooperation between Development Institutions in Securing Continuous Financing of Innovation Projects was held at the Russian Economic Development Ministry.

The meeting’s participants discussed development institutions’ plans for creating and developing information-communications services for innovation market’s participants. We have to highlight the information board project of MICEX among other functioning services. This project is an information trading system for raising financing by non-public companies operating in the innovation sector of the Russian economy which have not reached an appropriate development stage allowing them to enter the market. In the near future, a special platform project “ROSNANO-on-line” is to be launched. It includes a knowledge base on nanotechnologies, professional social network for innovators, an electronic commerce platform and an Internet –portal.

Vnesheconombank and ROSNANO together with the National Association of Business Angels agreed to explore an issue of deploying a communications platform for Euroequity entrepreneurs and investors on Russia’s territory till May 1, 2012. The platform was developed by France’s development institution OSEO and it is successfully functioning in France and Germany.

The meeting’s participants also considered a draft order by the Russian Government on establishing a register of innovation products, technologies and services. The register is being formed under the Russian President’s instructions in order to increase the output of innovation products, works and services. The register is to be posted on open access in the Internet, edited by the expert community under Wiki technology and updated automatically upon entering a product in the register and excluding it from it. Moreover, statistics on the use and output of products included in it is to be posted together with the register/

The Working Group’s participants also made a decision to make a list of pilot transactions on insuring export operations by innovation companies supported by development institutions on the basis of which the Russian Export Credit and Investment Insurance Agency is to develop insurance products for small and medium-sized enterprises.

 
The Working Group was set up to implement the Agreement on Cooperation between Development Institutions in Securing Continuous Financing of Innovation Projects at all stages of innovation cycle. The Agreement was worked out at Vnesheconombank’s initiative and was signed in April of 2011. The Agreement aims to make arrangements for cooperation between the parties in identifying needs of innovation companies and providing them with instruments, services and conditions for implementing innovation projects on the Russian territory and the global market.

The Working Group is comprised of representatives from state-run financial development institutions (Vnesheconombank, Rusnano, The Russian Venture Company, the Skolkovo Foundation, SME-Bank, and The Fund to Promote the Development of Small Enterprises in the Scientific-Technical Sphere) as well as the Moscow Interbank Currency Exchange and nongovernment organizations (OPORA ROSSII, the Russian Association of Venture Investing) and the Federal Agency for Youth Affairs.
