OREANDA-NEWS.May 05, 2012. The experts of audit and consulting company FBK have compared salaries of municipal bureaucracies (the officials of local authorities with executive and regulatory functions) with average salaries in their subject of the federation. The rating has been made up on basis of Rosstat data for 2011, reported the press-centre of FBK.

By results of 2011 the average monthly salary of local officials on the whole Russia has overbid the average monthly salary on the whole country only 4 percent.

At the same time in ten subjects of the federation the municipal official salary turned out even below the average salary in the region. The lowest average monthly salary of municipal officials was fixed in Pskov region – 12 708 roubles, what is 25 percent lower than extremely poor average monthly salary in the region – 16 953 roubles. "At such rate of remuneration of officials there arises a question about the quality of local authorities and motivation of officials, - Igor Nikolaev, Director of FBK Strategic Analysis Department, notes. – If not to pay attention to such situations, before long in local authorities of these regions there can`t be remained officials at all – they will prefer leaving for more remunerative places". The officials of local authorities of Yamalo-Nenets autonomous district are paid the highest salary – 98 768 roubles monthly by results of 2011. But most of all - 1.9 times - the average salary in the region is overbid by local officials` salary in other region - Nenets autonomous district. The 5th place of Dagestan local officials is also paid attention. In the region with the lowest salary of local officials get almost 1.6 times more than typical resident.

According to Nikolaev on the whole the municipal officials situation is the most variegated. "If federal and regional officials are as before financially "broken off" people very much ("breakoffs" on average in the country amount 2.6 and 1.6 times accordingly), at municipal level such conclusion is true only concerning certain regions", - Nikolaev summarizes.
