OREANDA-NEWS. May 11, 2012. Decree of the President of Ukraine No 1863/2005 dated December 27, 2005 “On the Status of the Energy Security of Ukraine and Fundamental Provisions of the State Policy to Ensure It” envisages design and construction of the Bolgrad Combined Cycle Power Plant (hereinafter referred to as Bolgrad CCPP) to support reliable and independent power supply in the south-west region of Ukraine.         

The State Enterprise NNEGC “Energoatom” (hereinafter referred to as SE NNEGC “Energoatom”) was appointed customer of the Bolgrad CCPP construction, Order of the Ministry of Fuel and Energy of Ukraine No 302, dated July 11, 2005 “On Improvement of Reliability of Energy Supplies in the South-West Region of Ukraine”.

The Feasibility Study (FS) for construction of the Bolgrad CCPP was accomplished in 2006. Contractor: “Dnepr VNIPI EnergoProm” design institute.

The FS was reviewed and endorsed by the relevant ministries.

The initial stage of preparation for construction of the combined cycle power plant was finalized when the Cabinet of Ministers of Ukraine issued its Regulation No 793-p dated September 26, 2007 “On Approval of the Feasibility Study for Construction of the Combined Cycle Power Plant of 30-50 MW installed capacity in Bolgrad”.

According to the Feasibility Study, the total construction cost of the Bolgrad CCPP is estimated at 291.103401 mln. UAH. The project includes a four-storied residential house for 36 apartments. The cost of the residential house (as per the FS) is 7 658 032.00 UAH.

The final project cost will be defined once a detailed design of the plant construction and a comprehensive state expert review thereof are finalized.

A land plot has been appropriated to permit construction of the Bolgrad CCPP, the SE NNEGC “Energoatom” has received an authorization for the permanent use of the land plot, State Act No ЯЯ 205273.

Regulation of the Cabinet of Ministers of Ukraine No 292-p dated October 7, 2009 on adoption of the priority actions in support of social and economic development of the city of Odessa and Odessa region recognized the need for construction of the Bolgrad CCPP.

Brief Description of the Project

The construction site of the combined cycle power plant is located in the northern part of the town of Bolgrad, aslope a watershed plateau of the lake of Yalpug, which is one of the largest freshwater bodies in Odessa region. The site surface pattern is even and smooth, slightly sloping towards south-west. With account of the geological features, the construction site seismicity is rated at 8 grades. The project shall be developed to preserve the current ecosystem.

The land plot allocated for construction is not appropriated for any other development projects or planted forests.

The plant is designed to generate electric and thermal power (hot water) for the housing and utilities sector of the town of Bolgrad.

The FS considers the operation of a gas reciprocating generation facility consisting of five gas reciprocating units (GRU) of 9.73 MW rated power each; five waste-heat boilers, one modular turbine-generator of 4.0 MW rated power. Main and back-up fuel is natural gas.

Installed electric capacity  is 50 MW,

Thermal capacity is 20.0 Gcal/hour.

Key technical features of the Bolgrad CCPP:

-         design service life – 27 years;

-         annual electric power output – 329.59 mln. kW;

-         annual thermal power output – 51150.00 Gcal;

-         annual natural gas consumption – 72.3 mln. m3 ;

Commercial efficiency indicators of the Bolgrad CCPP:

-         cost-effectiveness of the marketed product – 17.2%;

-         electric power generation costs – 0.278 UAH/kW*h;

-         thermal power generation costs – 181.7 UAH/Gcal;

-         construction terms – 12-15 months;

-         capital cost repayment period after the start-up – 5 years.

Kiev Institute “EnergoProekt” is contracted to do the detailed design of the Bolgrad CCPP construction. The deadline to submit the design and cost estimate documentation is Q I, 2012.

As of today, geological and engineering investigations have been completed for the construction sites of the Bolgrad CCPP and the residential house for the Bolgrad CCPP personnel.

Once the detailed design is finalized, it shall be submitted to the relevant Ministries of Ukraine for approval, undergo a state expert review with the State Enterprise “GosStroyEkspertiza” and receive a positive conclusion, and eventually be approved by a respective regulation of the Cabinet of Ministers of Ukraine.

Based on the results of the competitive bids during 2010-2011, contracts were executed for the supply of the plant main process equipment to the total sum of 414 160 729.80 UAH.

General Contractor for the construction of the Bolgrad CCPP shall be selected on competitive basis.

In 2007-2011 the total disbursed funds amounted to 4 276 879.04 UAH.

Q I, 2012 is expected to see the finalized detailed design of the Bolgrad CCPP, the comprehensive state expert review, design approval by the Cabinet of Ministers of Ukraine and priority activities on the site to the sum of 26 mln. UAH.
