OREANDA-NEWS. June 20, 2012. The Zadneprovsky regional court of the city of Smolensk convicted Aleksander Vyacheslavovich Zlobin, senior expert of the loss settlement department of Ingosstrakh Insurance Company branch in Smolensk on April 23, 2012. A.V. Zlobin, born in 1976, attempted to illegally obtain money in the amount of RUR 120,000.

Since 2003, A.V. Zlobin has been working in the loss settlement department of Ingosstrakh Insurance Company branch in Smolensk. His capacities included the examination and settlement of losses claimed, starting with receiving claim applications from the insured parties and complainants till preparing the complete package of documents, under which insurance indemnities were paid. His official duties also included contacts  with vehicle service stations (hereinafter - VSS) performing repair of vehicles of Ingosstrakh Insurance Company customers.

The investigation was carried out for 18 months. A criminal case was opened in January 2011 and dismissed in September 2011 for absence of elements of crime in the act. However, the case was reopened on the basis of a complaint filed by Ingosstrakh Insurance Company and subsequently completed.

The court found that on December 06, 2011 in a vehicle service station building A.V. Zlobin, abusing his official position, exacted repayment of RUR 300,000 from a vehicle service station employee, of which he received RUR 120,000. Zlobin also demanded that he should be paid monthly 10% of the total amount of money transferred by Ingosstrakh Insurance Company to the current account of the vehicle service station for vehicle repair.

Zlobin expected to receive the above repayment for the jobs being part of his official duties, in particular: directing authorized vehicles to a specific service station, accelerating the adjustment of vehicle repair costs, as well as on timely arrangement of current bills payment by Ingosstrakh Insurance Company to the vehicle service station accounts.

On April 23, 2012 the Zadneprovsky regional court of the city of Smolensk pronounced Aleksander Vyacheslavovich Zlobin guilty in committing a crime provided for by Article 30 Part 3-204 Part 3 of the Criminal Code of the Russian Federation, and pronounced custodial sentence for the term of three years and six months of deprivation of liberty and deprivation of a right to hold posts, related to managerial as well as administrative and economic activities, for the period of two years. The imposed penalty is considered conditional with the probation period of three years. The court verdict has taken legal effect on June 06, 2012.
