OREANDA-NEWS. September 20, 2012. The 16th Annual Competition Conference of the International Bar Association (IBA) took place in Florence (Italy), reported the press-centre of FAS Russia.

At the Conference, Deputy Head of the Federal Antimonopoly Service (FAS Russia) Andrey Tsyganov made a report on “Enforcement Practice of FAS Russia in the CIS”.

Andrey Tsyganov informed the Conference participants about the latest changes in Russian antimonopoly law, shared FAS enforcement experience, and especially emphasized importance of result-oriented cooperation with the antimonopoly authorities of the CIS member-states.

In particular, Andrey Tsyganov pointed out the “main platform for cooperation between the antimonopoly authorities of the CIS member-states is the Interstate Council for Antimonopoly Policy (ICAP). It is an umbrella for action-oriented cooperation between the antimonopoly bodies that helps deepening economic integrations of the CIS countries”.

The Conference also discussed the impact of the global economic crisis upon competition, and the prospects of further development of competition environment across the world.

Participation in the events of the International Bar Association is highly important for the purposes of presenting FAS position on competition policy and studying the best international enforcement practices.

ICAP was formed in 1993 under the Agreement on Coordinated Antimonopoly Policy of 23rd December 1993 (a new edition of the Agreement of 25th January 2000) to coordinate efforts of the CIS member-states towards creating legal and organizational framework for preventing, restricting and eliminating monopolistic activities and unfair competition on the common economic space of the CIS. ICAP comprises the Heads of antimonopoly authorities of the CIS member-states. Competition authorities of Hungary, Romania and Mongolia have the status of ICAP observers.
