OREANDA-NEWS. December 27, 2012. The Federal Antimonopoly Service (FAS Russia) has drafted the Recommendations for non-discriminatory access to purchasing potassium chloride, which ensures guaranteed and fair satisfaction of consumer needs.

The Recommendations are advisory. The document determines the boundaries of the conduct of market agents, compliance with which will reduce abuses of dominance on the market of potassium chloride. In the Recommendations for non-discriminatory access to purchasing potassium chloride FAS gives explanations on enforcement of the antimonopoly law on the market of potassium chloride.

The Recommendations are also aimed at preventing antimonopoly violations on the market of potassium chloride and provide explanations to economic entities as to which actions on the market will not be considered by FAS as violating the antimonopoly law.

The Recommendations were devised and approved within the scope of FAS powers for control over compliance with the antimonopoly law in the field of using natural resources, therefore the decision of the Government of the Russian Federation on the issue was not required.

Following the instructions of the Government of the Russian Federation, FAS, jointly with the Ministry of Industry and Trade, continues monitoring the situation on the market of potassium chloride in view of the new Recommendations since competition on the market is underdeveloped and violations of the antimonopoly law are possible.
