OREANDA-NEWS. February 21, 2013. The Arbitration Court of the Republic of Khakassia fined “MRSK Siberia” OJSC 34.5 million Rubles, reported the press-centre of FAS Russia.  

The Office of the Federal Antimonopoly Service in the Republic of Khakassia (Khakassia OFAS Russia) found that “MRSK Siberia” OJSC violated the Federal Law “On Protection of Competition” issuing technical conditions for connecting a residential house to electric power networks.

“Although the petitioner already was connected to the electric power networks of “MRSK Siberia” OJSC, the network organization obligated the petitioner to install a side-mounted meter cabinet on the front of the house. The energy company was trying to make its own work easier by obtaining an unobstructed access to the equipment”, commented Deputy Head of Khakassia OFAS Russia, Olga Shirokova. “The network company attempted to shift all installation costs upon the resident”.

This is not the first violation committed by the company, which was punished by a fine. On 1st February 2013, года the Arbitration Court of the Republic of Khakassia imposed administrative sanctions and fined “MRSK Siberia” OJSC – “Khakasenergo” 34.5 million Rubles.

Earlier, a developer that was building up a shopping-and- leisure centre in one of Abakan districts approached a network organization - Abakan Electric Mains. To enter into the contract, Abakan Electric Mains submitted a set of documents to the superior network organization –a branch of “MRSK Siberia” - “Khakasenergo” that delayed signing the contact for several months, which increased the development costs by millions of Rubles.

Khakassia OFAS Russia found that “MRSK Siberia” OJSC violated the Federal Law “On Protection of Competition”, particularly, by abusing market dominance.

Thus, OFAS fined the energy company of Khakassia 69 million Rubles in total for violating the Federal Law “On Protection of Competition”.
