OREANDA-NEWS. February 21, 2013. It was set priority objectives for 2013 for the integration of Ukraine into the European Union. Cabinet accepted the order № 73-r "On Approval of the Plan of priority measures for the integration of Ukraine into the European Union in 2013" dated.

The implementation of provisions of the document will provide preparation to the signing of the Association Agreement between Ukraine and the EU during the Eastern Partnership summit (28-29 November 2013) and will create conditions for its further implementation, maintaining the continuity of work for the European integration tasks with the implementation of internal socio-economic reforms.

In the preparation of this document was taken into account the outcome of the extended meeting of the Prime Minister Mykola Azarov and members of the Cabinet of Ministers with the European Commissioner for Enlargement and Neighbourhood Policy Stefan Fule on February 7 this year, and the results of relevant working consultations with the EU Delegation in Ukraine, which took place on February 8. The plan agreed by 33 central executive authority of our state.

In order to provide preparation to the Association Agreement between Ukraine and the EU document provided the revitalization of institutions and states - members of the EU, continuation of consultations with the EU on the provisional application of the provisions of the Association Agreement between Ukraine and the EU, as well as the completion of the preparations for the signing of the text of the Association Agreement between Ukraine and the EU.

Until October the Ministry of Economic Development and Trade, Ministry of Foreign Affairs, Ministry of Justice are tasked to draft regulations needed to determine the National mechanism of the implementation of the Association Agreement between Ukraine and the EU. In particular, the draft decree of the President of Ukraine on the national system of coordinating the implementation of the Association Agreement between Ukraine and the European Union and the draft act of the Cabinet of Ministers of Ukraine on the approval of the program on the implementation of the Association Agreement between Ukraine and the European Union.

The plan also provides a number of measures on foreign policy and security policy. This applies to the further participation of Ukraine in the EU operations and missions of peacekeeping and security, further cooperation with European defense institutions, political dialogue Ukraine - EU on non-proliferation of weapons of mass destruction, arms control and export control and the fight against new challenges and threats.

The Ministry of Justice is entrusted to support draft laws of Ukraine in the Verkhovna Rada of Ukraine, in particular, to amend the existing legislation on the improvement of the implementation procedure of confiscation, prevent and combat corruption, action under the criminal law with respect to legal entities, manufacturing and trafficking in firearms, simplification of visas, etc. Before March 1, the Ministry of Justice, Ministry of Finance, Ministry of Economic Development and Trade have to develop the draft Law of Ukraine on Amendments to Certain Legislative Acts of Ukraine on improving financial control and conflict of interest. Also, we need activate the work to conclude an agreement on operational arrangements with the European Police Office and Cooperation Agreement with the European Organization for Justice.

In addition, it is provided a number of measures to deepen trade and sectoral cooperation, in particular the development of changes in the legislation on customs tariff and the adoption of the bill on the functioning electricity market, the completion of the negotiation of the Agreement between Ukraine and the EU on the General Aviation Area, etc. To June, it is charged to develop the National Action Plan for Renewable energy until 2020. Simultaneously, in order to attract and use assistance of the EU it has been mandated to develop a number of normative and legal acts of the Cabinet of Ministers of Ukraine. Several ministries have been instructed to take measures to complete consultations with the EU on the conclusion of a series of agreements and a memorandum of understanding between the Government of Ukraine and the EU to engage assistance of the EU for 2014-2017.

The plan provides consultations and negotiations at various levels, and meetings with experts. Considerable attention will be paid to informing people about the European integration course as one of the priorities of domestic and foreign policy of Ukraine. It also has been provided on an ongoing basis to continue the dialogue with civil society on public policy in the field of European integration.

The Ministry of Foreign Affairs, Ministry of Justice, Ministry of Interior and other central bodies of executive power are entrusted during a year to continue constructive cooperation with institutions and countries - EU members to ensure Ukraine's transition to a second (implementing) phase of the Action Plan for the liberalization of the EU visa regime for Ukraine.
