OREANDA-NEWS. February 22, 2013. The Federal Antimonopoly Service (FAS Russia) submitted to the Government of the Russian Federation draft Decrees aimed at simplifying the conditions for connecting users to the power engineering infrastructure. The draft Decrees were devised by FAS under the framework of the Road Map on “Increasing Availability of the Power Engineering Infrastructure”, reported the press-centre of FAS Russia.

The draft Decrees obligate network organizations to disclose information in the part of the main stages of receiving and processing consumers’ applications as well as accepting applications from consumers for capacity up to 150 kW with voltage up to10 kV via Internet with a possibility to follow-up application execution in the real-time mode.

The Road Map on “Increasing Availability of the Power Engineering Infrastructure” was devised to facilitate the conditions for connecting customers to the power engineering infrastructure as well as to improve the connection procedure; the Road Map was approved by the Government of the Russian Federation in June 2012. Implementing the Road Map will enable to curtail the stages of connecting to the electric engineering infrastructure twofold, reduce the time of going through all stages of obtaining access to an electric power network by 85% (from 281 to 40 days), and cut down the costs for obtaining access to an electric power network from 1852% to 25% from the Gross Domestic Product per capita by 2018.

“Since 2004, FAS has been undertaking systematic, consistent efforts to improve the law on technological connection. During this period FAS established the regulations of the technological connection procedure and the rules for cooperation between networks and consumers. Now we are facing the task of ensuring proper enforcement of the existing Rules for Technological Connection, strictly in line with the law, and employing the Rules for Technological Connection for network organizations. While violations are still numerous, more robust explanatory work, the institute of warnings, and holding legal persons and officials administratively liable, if the first two measures did not took effect, will help reducing the number of violations in this field. FAS undertakes active efforts in this area”, said the Head of the FAS Department for Control over Electric Power Industry, Vitaly Korolyov.

No.105 Decree of the Government of the Russian Federation “On Introducing Amendments to Some Acts in Order to Increase Availability of Electrical Engineering Infrastructure” of 5th October 2012:

- The maximum capacity for the persons entitled to benefits is increased from 100 to 150 kW;

- Formalized possibility of payment by installments for technological connection within three years for consumers from 15 to 150 kW;

- Formalized an obligation of network organizations to submit every year by 1st November estimated expenses for technological connection to the executive bodies of the constituent territories of the Russian Federation on tariff regulation.

No.1209 Decree of the Government of the Russian Federation “On Introducing Changes to the Rules on Technological Connection of Energy-Receiving Devices of Consumers of Electric Power, Power-Generating Facilities and Power Supply Network Facilities, Owned by Network Organizations and Other Persons, to Electric Networks” of 22nd November 2012:

- Approved the draft Standard Agreement on technological connection by redistributing the maximum capacity.

No.1354 Decree of the Government of the Russian Federation “On Introducing Amendments to the Rules for Technological Connection of Energy-Receiving Devices of Electric Power Consumers, Power-Generating Facilities, and Power Supply Network Facilities Owned by Network Organizations and Other Persons, to Electric Networks”:

- Introduced notification changes for commissioning connected energy-receiving devices, the maximum capacity of which is up to 670 kW.
