OREANDA-NEWS. March 28, 2013. To control information disclosure in the electric power industry, the Federal Antimonopoly Service (FAS Russia) summarized information on the initiated cases. In 2012 the Central Office of FAS and its regional offices initiated 211 cases upon facts of violating the information disclosure standards by participants of wholesale market of electric power and capacity, and retail markets of electric power (Article 9.15 of the Code of the Russian Federation on Administrative Violations).

In the period in question the antimonopoly bodies initiated:

103 cases on administrative violations against officials;

108 cases on administrative violations against legal entities;

and imposed fines for the total amount of 22,080,000 Rubles.

No.24 Decree of the Government of the Russian Federation of 21st April 2004 approved the Information Disclosure Standards for participants of wholesale and retail markets of electric power. FAS was designated the controlling body.

“It is necessary to emphasize a positive trend towards reducing the number of violations of the information disclosure standards in comparison with 2011, when the antimonopoly bodies initiated 295 cases and imposed fines for the total amount of 27,355,000 Rubles. It increases accessibility of disclosed information for consumers, ensures information transparency of participants of electric power markets and is an important element of non-discriminatory access to the services in the electric power industry”, pointed out the Head of FAS Department for Control over Electric Power Industry, Vitaly Korolyov.
