OREANDA-NEWS. July 01, 2013. Under the Order of the Federal Antimonopoly Service (FAS Russia) of 19th December 2012 “On the Work Plan for Analyzing the State of Competition on the Markets in 2013-2014”, FAS analyzed the state of competition on the wholesale markets of motor gasoline and diesel fuel in 2012.

The objective of the study was to analyze and evaluate the state of competitive environment on the market of crude oil and expose economic entities that have dominant position.

Market research showed that the total share of “Gazprom Neft” OJSC, “LUKOIL” OJSC, “Bashneft” ANK” OJSC, “Rosneft” NK” OJSC, and “TNK-BP Holding” OJSC exceeds 70% on the wholesale market of gasoline in the Russian Federation. The total share of “Gazprom Neft” OJSC, “LUKOIL” OJSC, “Rosneft” NK” OJSC, and “TNK-BP Holding” OJSC also exceeds 70% on the wholesale market of diesel fuel. The share of each economic entity is over 8% and exceeds shares of other economic entities on the relevant markets in the Russian Federation.

Therefore, the conditions specified in Part 3 Article 5 of the Federal Law “On Protection of Competition” are valid in their totality with regard to “Gazprom Neft” OJSC, “LUKOIL” OJSC, “Bashneft” ANK” OJSC, “Rosneft” NK” OJSC, and “TNK-BP Holding” OJSC on the wholesale gasoline markets and with regard to “Gazprom Neft” OJSC, “LUKOIL” OJSC, “Rosneft” NK” OJSC, and “TNK-BP Holding” OJSC on the wholesale market of diesel fuel. Under these norms position of each economic entity out of several economic entities is recognized dominant.

Thus, each of the economic entities has the dominant position on the wholesale markets of gasoline and diesel fuel and has an additional possibility to exercise significant influence upon the main conditions of market circulation on the market in question.
