OREANDA-NEWS. November 29, 2013. Stats-Secretary, Deputy Head of the Federal Antimonopoly Service (FAS Russia) Andrey Tsarikovskiy moderated a session on “Competition Issues in Public Procurement” at the III International BRICS Competition Conference in New Delhi.

Speakers included representatives of the Competition Commission of the Republic of South Africa, the Competition Commission of India, OECD Competition Commission, the UK Office of Fair Trade, Italy’s competition authority, Sweden’s competition authority, and Japan’s Fair Trade Commission.

National institutions for regulating public procurement vary: some economies have special bodies for enforcement in public procurement, for instance, Austria, Korea and Singapore; in others such functions are assigned to competition authorities, like in Russia and Sweden.

“National procurement practice is a good indicator of the level of development of market relations as well as the state of the economy in general. Procurement models depend on national traditions, methods of economic management and some other factors”, pointed out Andrey Tsarikovskiy.

Summing up the session, Deputy Head of FAS said: “From the speakers’ reports we found that in the world procurement practice there is an established system of fundamental principles including: transparency of procurement information, accountability and compliance with the procedures of governmental and non-governmental oversight, open and efficient competition and equal opportunities for all procurement participants”.
