OREANDA-NEWS. December 23, 2013. The Federal Antimonopoly Service (FAS Russia) issued two determinations to impose fines for over 47 million RUB and over 232 million RUB upon “TGK-6” OJSC and “Volzhsk TKG” OJSC accordingly.

Earlier “TGK Urussinskaya GRES” CJSC and a group of persons comprising “TGK-6” OJSC and “Volzhsk TKG” OJSC concluded an agreement that resulted in price manipulation on the wholesale capacity markets (in breach of Part 3 Article 11 of the Federal Law “On Protection of Competition”). Also, “TGK-6” OJSC and “Volzhsk TKG” OJSC abused the dominant position by manipulating prices on competitive capacity take-off for 2013 (Part 1 Article 10 of the Federal Law “On Protection of Competition”).

Competitive capacity take-offs for 2013 took place in September 2012. Upon the results of take-off, in “Volga” free power transfer zone capacity prices are much higher than in other free power transfer zones.

On 11th October 2012, FAS and “Market Council” Non-Commercial Partnership abolished the results of capacity take-offs for 2013, which prevented damages to consumers and obtaining additional income by the companies that violated the law.
