OREANDA-NEWS.  January 20, 2014. The Prime Minister noted that 6.8 million square meters of housing was put into operation in 2013 in the course of implementation of the program "Affordable Housing 2020", which was developed on the instruction of the Head of State. This is more than in 2012. At the same time, some regions showed worse budget development and delay in commissioning of rental housing.

Reporting on the implementation of the program Regional Development Minister Bolat Zhamishev focused on issues of housing construction financed from the national budget and through the housing savings system, as well as construction of engineering infrastructure.

According to him, 27.5 billion tenge in targeted transfers was allocated for the construction of rental housing in 2013, 29.4 billion tenge was allocated from the national budget to local executive bodies for the construction of housing through the system of housing savings, 40.1 billion tenge in targeted transfers – for the construction of engineering infrastructure.

The program "Affordable Housing 2020" envisages annual increase in construction up to 10 million square meters by 2020. This year it is planned to put into operation 6.9 million square meters of housing, Zhamishev said.

First Deputy Minister of Industry and New Technologies A.Rau, Governor of Mangistau region A.Aidarbayev, Governor of North Kazakhstan region S.Yeskendirov, Governor of Zhambyl region K.Kokrekbayev, Chairmen of the Board of JSC "Kazakhstan Housing Construction Corporation" R.Khusainov, "Zhilstroysberbank" A.Zhumagulov, "Samruk-Kazyna" Real Estate Fund B.Palymbetov delivered their reports too.

Summarizing the meeting the Prime Minister noted good performance of the program "Affordable Housing 2020". Housing commissioning amounted to 6 million 850 thousand square meters. However, according to Akhmetov, it is necessary to "resolve all systemic problems and ensure strict implementation of the President's instructions on housing, and increase commissioning up to 10 million square meters by 2020".

According to Akhmetov, "the implementation of this program will have a multiplier effect on other sectors of the economy and on the development of our construction industry." Seven modern house-building factories were launched in 2013. In this regard, the Prime Minister urged the governors and Regional Development Ministry to ensure their full capacity for a 2-3 year period.

Head of Government instructed the governors to provide unconditional commissioning of housing planned for 2014 and housing left unfinished last year as well as to take measures to utilize the funds allocated.

The Ministry of Regional Development was instructed to ensure strict control over the implementation of the program in the current year and conclude memoranda on housing commissioning in 2014.
