OREANDA-NEWS.   Today, the first Single Contracting System Support Centre (SCSSC) opened officially in Perm, set up by the Government of the Perm Territory, Chamber of Commerce and Industry of the Russian Federation (CCI Russia), Bank of Moscow, Single Electronic Trading Platform (SETP), and Perm Chamber of Commerce and Industry (CCI Perm).

The opening ceremony was attended by: Alexander Yastrib, First Deputy President and Chairman of the Management Board of the Bank of Moscow; Leonid Morozov, Deputy Chairman of the Government and Minister of Economic Development of the Perm Territory; Marat Bimatov, President of CCI Perm; and Anton Emelianov, SETP General Director.

Alexander Yastrib explained that one of the key objectives behind SCSSC creation was to make bidding under Federal Law 44-FZ accessible for small and medium business. SCSSC is based on the "single window" principle, when business can get a whole range of financial and banking services connected with bidding not only under Federal Law FZ-44, but also under Federal Law FZ-223, and consulting assistance, or have addressed technical issues related to inclusion in the e-trading system.

Recall that SCSSC opening was preceded by the agreement on cooperation signed in December 2013 between the Perm Territory, CCI Russia, Bank of Moscow, SETP and CCI Perm.

"Our common goal is to involve as many companies, first of all small and medium enterprises, as possible into the federal contracting system," said Alexander Yastrib at the opening ceremony. He added: "SCSSC will help Perm business get access to the multibillion market of government contracts and will also offer a whole range of banking and expert support services from bidding assistance to providing finance to bidders."

Similar centres will be opened in Saint-Petersburg, Krasnodar, Krasnoyarsk, Khabarovsk, and the Moscow Region by the end of 2014. In Perm, SCSSC is located at: 65A Gagarina Boulevard.
