OREANDA-NEWS. June 19, 2014. The Ministry of Justice of the Russian Federation registered an Order of the Federal Antimonopoly Service (FAS Russia) that introduces changes to the deadlines, frequency and the rules for filling in the forms for information disclosure by the holders of natural monopolies operating in rail transportation.

No.158/14 FAS Order “On Introducing Changes to No. 263 FAS Order “On Approving the Forms, Deadlines and Frequency of Information Disclosure by the Holders of Natural Monopolies in Rail Transportation” of 12.04.2011” of 13th March 2014 provides for disclosing information about speed and advancement of block train freight shipment, delaying movement of (abandon) trains with freight wagons, the structure of work on public railway network illustrated with an example of rendering technical aid in the part of transferring main-line locomotives, the state of locomotive fleet in freight traffic, ion the part of the work of locomotives / locomotive crews, the state of carriage rolling stock, the structure of rolling stock with breakdown by owners, and the key figures on the field operations of the holders of natural monopolies.

On 16th June 2014 the FAS Order was published in the “Rossiiskaya Gazeta” newspaper and the Order will coming into effect in ten days. Article 19.8.1 of the Code of the Russian Federation on Administrative Violations specifies liability for failure to provide information or knowingly submitting false information by holders of natural monopolies.
