OREANDA-NEWS. August 26, 2014. Changes were made to the Rules for non-discriminatory access to the services of the holders of natural monopolies for transporting oil and oil products via main oil pipelines, approved by a decree of the Government of the Russian Federation.

The requirements for notary-certified copies of licenses for the right to use sub-soil and an extract from the Register of oil refineries in the Russian Federation or an extract from the Register of business entities extracting oil for petitioners – exchange trading participants were excluded from the Rules.

The amendments were devised by the Federal Antimonopoly Service (FAS Russia) to implement to “Road Map” approved by a decree of the Government of the Russian Federation, in the part of creating conditions for independent participants of the oil products market and increasing efficiency of using capacities of main oil pipelines and oil products pipelines.

“These changes simplify access of independent companies – exchange trading participants to main oil pipelines and oil products pipelines”, emphasized the Head of FAS Department for Fuel-and-Energy Complex, Dmitry Makhonin.
